When news arrived in November that Beijing was bidding for the 2022 Winter Olympics, many observers in the Chinese capital briefly choked on their tea— or was that the smog?

A few years removed from hosting the Summer Olympics, with virtually no winter sports tradition to speak of and bad air that gets worse when the temperatures drop, Chinas capital seemed as likely a choice to host the Winter Games as Dubai or Bankok.

Eight months later, the International Olympic Committee has named Beijing, which has proposed hosting the games in conjunction with the nearby city of Zhangjiakou, as one of the three finalists for the bid, along with Oslo in Norway and Kazakhstans Almaty.

The 2022 Winter Olympics has become known as the Olympics no one wants to host after a long list of candidates dropped their bids. Stockholm, Munich, two cities in Switzerland, Denver, Krakow and Lviv in Ukraine all pursued the idea of hosting the event to varying degrees but ultimately decided to withdraw themselves from consideration over the past few months— leaving only the three finalists.

With the exception of Lviv, which cancelled its bid last week because of continuing political strife in Ukraine, most of the other drop-outs appear to have been frightened away by the specter of this years Winter Games in Sochi, which emptied Russias coffers to the tune of billion and left little of value behind.

The year of 2008 is getting closer and closer to us. We need to take actions from now on to prepare for the game. What we need to do most is to work on our disadvantages and shortcomings. As a student of Senior high, I can do my own part. Although I can’t transform our city into more a beautiful place on my own, I can help Beijing in small ways and encourage our classmates and people around me to follow my lead.

Let me take the environment for example, the atmosphere around Beijing is quite disappointing, factories and cars keep giving off exhausts into the air, we can hardly see the blue sky with our naked eyes, because the sky is covered with a thick layer of harmful substances. The sky is gray instead of blue. To our delight, the government has passed some laws of protecting the air, and we can do something useful, too. For example, whenever we go out for a long distance, ride the bike or take the buses and subways instead of taxis. You may not have a clue how it works. Of course doing that only by one person is far from enough, but we can let more people do that together. In that case the result may be more than we bargained for.

Another thing we need to work on is our English skills. Teachers and parents often put great emphasis on our English skills especially listening and speaking. I want to be a volunteer in 2008, to be an interpreter. For now, I must do something helpful to improve my spoken English. Rome isn’t build in a day, so is English. It can’t be improved in a day or two. It takes time and energy. There are no shortcuts to improve your spoken English; the most productive way is to grab all opportunities around you to open your mouth. For instance, taking part in all kinds of English contests is a good way, you can meet some excellent contestants, and you can share the experience of learning and some good method of learning. I will keep participating in all English activities to polish up my English. I’m sure by the year of 2008, I will be able to master English well just as my mother tongue.

All in all, I’m sure that Beijing Olympic Games will be one of the most successful Games in history. I believe our long-cherished dream will be fulfilled in a perfect way!

The scene of long queues of vehicles worming their way inch by inch will surely cause great incontinence, and blemish the image of the city meanwhile. Next, to add enchantment to convenience, overall city planning is indispensable. Time permitting, a redesign of city layout and adjustment of architectural style would provide a better environment for fostering the characteristic, blending, oriental elegance with international grandeur, will tower aloft among surrounding architectures. To achieve such effect, Beijing shall solicit opinions from first rate architects and make an overall plan. Thirdly, quality of the population should be improved. To make an international metropolis, both “hardware” and “software” are important.

However, Rome was not built in a day. To carry out the promise of “New Beijing, Great Olympics”, deeds speak louder than words.

At the same time, better infrastructure, cleaner environment, enjoying the spectacular game with hundreds of sports elites and entertainment stars, and the opportunity of contacting people from all over the world also seem exciting to the citizens. Besides, the bidding will definitely promote the patriotic emotion and pride, as well as the moral behavior in local people. In most cases, bidding for the Olympics is well supported by both the public and the central government.

Unfortunately, this is not the entire view of the pretty picture. If looking from another angle, the Olympic bid might bring about some side-effects to a city.

To bid or not to, this is a question. It is up to the choice of the municipal government, and the local public. After the decision, what they can do is to make the most of the benefit, and reduce the drawbacks to the least.

First of all, the environmental impacts, including the increasing exhaust fumes of cars, more pressure on water resources, huge amount of wasted leaflets and other materials used for public activities, are most probably neglected. In order to broaden the streets, some trees may have to be cut. Near the construction site, the tiny dust may linger in the air for a long time. Reduction of farmland may be caused by the need of setting up new sports centre or accommodation facilities. These environmental consequences can be especially serious in a resource-limited and densely-populated city in a third-world country.

The certificate issued by China's national environmental authentication center on October 13 covers areas including BOCOG's office work, the event route planning, venue planning, partners selecting, contracted hotels selecting, communication and environmental management.

The BOCOG started establishing the EMS following BOCOG president Liu Qi's approval in April 2004. After experts' examination and appraisal of a trial practice of several months, the BOCOG passed the certification in September this year.

The system will be implemented from now on to ensure BOCOG's scientific management of the Olympiad's preparation and hosting.

As a theme of Beijing 2008 Olympic Games, Green Olympics means to prepare it in accordance with the principle of sustainable development, which calls for the protection of environment, conservation of resources and maintenance of ecological balance.

The city's environmental infrastructure will be enhanced and its ecological surrounding improved. Beijing will widely organize environmental communication and education activities to raise public awareness and leave rich environmental legacy to China and world sports.

Beijing enjoys the widest popular support among the five bidding cities. A Gallup opinion poll commissioned by the government showed 94.9 percent of the public in favor of it. The IOC's own surveys found support even higher. The Chinese government has pledged to spend 20 billion U.S. dollars building sports complexes and refurbishing the Beijing infrastructure. There are plans for a new exhibition center with twin skyscrapers that could be taller than any in the world.
